No... that's the scuttle drain plug. It drains any water that gets into the void underneath the windscreen.
There are two.. about equal distance from the centre line.
They occasionally clog up and the void floods.. it can kill your wiper motor and leak into the car... so clean them out occasionally.
They just pull out.. soft and flexible.. so you can pull them out and then refit them by squeezing them into the hole, letting them expand to their normal shap and then easing them downwards till they "lock" into place. Don't toss them as some people do.. they direct water away from the bulkhead and Fiat wouldn't have spent a few Euros on 3 million cars if they weren't doing something.
