It looks like a knock sensor to me. If it has an electical cable and a bolt going through the middle then its a knock sensor

Will it make the engine sound like its missing the wires to it are shredded must have been caught in the fan

Im not 100% sure when i comes to fiats. Im more of a vauxhall man myself but i know on VX if the sensor is damaged then it will run in a fail safe mode to protect the engine from damage. Im not sure if the ECU on fiats is that advanced.

If your not sure then cut the damaged peice of wire out and fit some new wire making sure you solder every joint and use heat shrink on it. Then you can rule the sensor giving false information out.

I dont know if its a petrol or diesel, but if it's a diesel it could easily be a Fiat diesel....
