By turning it 90 degree, sounds like it would latch or lock something underneath. It has no resistance/spring whatsoever.

Any idea?

i see, but why is this called heater air? when it actually brings in cool air from the front vent to keep the engine cooler... or is it something else?
 
No the opposite. With the flap open it allows hot air from the engine to blow up the tunnel to heat the windscreen and interior of the car.
 
aha! then i better have it shut to prevent the hot air getting into the cabin when it's 30'c where I am.
