I would guess bracing supports for seat belt mounts.

It’s strange as the whole car is under sealed yet these are bare metal

Do they look like they accept seat belt size bolts?
If not they appear to be some form of strengthening plate for thin metal.

I agree with "Bugsy Mike"----I think that are possibly the 'doubling' plates for outer section of a 'Lap and Diagonal' seat-belt that goes down to behind the seat on the outside--possibly for an 'Inertia-reel' belt "containment box". The reinforcement plates on my car looked like that.
