best is to borrow one from neighbour (as well as neighbour if he is friendly) you use them on an auto

to confirm 12v a bulb holder and two bits of wire with crocodile clips will so for this... or an expensI've screw driver from Halfords with bulb or led

but you can also measure resistance e.g. of fuse or coolant temperature sensor or earth point or bulb when you have a multi meter

if you have an mpi auto a code reader is better but the cheapest multi meter is all you can buy or borrow for SPI

Great thanks, i was confused by the fact that they all do mains but also have a 2v and and a 20v setting, not 12v

Now i just have to work out what to do with it!

well Id concur with fingers either relay, fuse, wire or connector

with a multi meter set to ohms pull the fuse and check you get a low resistance between the spades...

think the relay is on the earth side so you should have 12v at one of the connectors on the plug that connects to the fan with the ignition switch on set the meter to v and earth one lead of meter the other lead on each pin of connector

Thanks again for all the advice, i'm going to have to get my head around the wiring. Earthing checked and cleaned.
Do you know where the cooling fan relay is, can't see it on the wiring diagram? There are some plug-in boxes on the fuse panel inside the car, (4 black, 1 red rectangle and a larger blue square one, do you know what they are?

Found an old post on here about the relay, it's one of two behind the ECU in the engine bay. I'm picking one up later and will let you know what happens.

Success!!! The new relay did the trick and old Scheuy is back to his old self again. Europarts etc do not stock the relay, part number 46520412 red one behind the ecu, and Fiat wanted to make me wait at least 5 days for a relay, so i bought one off ebay and collected it in person today and bingo, all cool again.
Thanks again for all your help guys, hope this thread will help someone else in the future. (y)
