I can't believe i am having to post this question..

I can't remove the tyre valve cap. See photo below. Tried 2 tyres.
The cylindrical metal sleeve just spins around and does not come undone.
The cap seems to be held in place.
I have tried poking something through the hole to see if that releases it, but no joy.

Didn't want to apply force in case I damaged it.

Can someone tell me how this is supposed to come off, so i can inflate the tyre?

They are security valve caps - once had to cut one off for a neighbour using a dremel.
There’s a tool to remove them - you might be able to free it via the hole by punching it round
 
Why would anybody want security valve caps! Presumably to stop people letting your tyres down? Not a problem I've ever had!
 
Following this information, I googled security valve caps, saw picture of the key and then had a look at my key rings. The second set had the key: it looked just like a key ring token, I didn't recognise it as anything functional.
So thanks for the help.
And, no, I can't imagine why you need them.
