On the above turbo (Garrett) can anyone tell me what the brass/gold part is on the lhs of the turbo as it sits in the photo?

On the above turbo (Garrett) can anyone tell me what the brass/gold part is on the lhs of the turbo as it sits in the photo?
its the solenoid 
it controls exhaust gasses in the turbo which in turn controls the boost level.
from the look at it this turbo is a VNT (variable nozzle turbine) Turbo

most will call it the actuator, vnt probably vacuum actuated ,non vnt probably boost actuated.

Thanks. That'll explain why I am getting a slight soot build up around it. Obviously this part of the turbo is allowing exhaust gas to leak very slightly.
