The top clear coat has been damaged by gull droppings.
Can these be repaired easily with DIY?

Normally no if it's down to base coat
If there's enough thickness some light damage will polish out
You really need to measure the thickness first
Damage on the edge can be more tricky
Pictures would help
Unfortunately if the clearcoat has delaminated, there's no easy repair.
