Technical Tipo 1.4 cold heater

My tipo is blowing cold air when I want hot, however when sitting still ideling it warms up and blows hot air, when driving the temp gauge rearly goes above 50-60 when standing still for a while it will go to 90+ till the fan kicks in. Any ideas what is going on

try replacing the thermostat. sounds almost what i had, though could be something else. easy way to test is to feel the pipe from the thermostat to radiator. if it feels or any heat not long after start it is the thermostat.
