I am not sure from the symptoms in your last post it would be the timing belt, but it could have jumped one tooth which maybe could result in that effect - without engine damage??
Although this engine is listed as an interference engine - meaning if the belt breaks it is most likely that valve to piston damage would occur.
Have you changed/checked the fuel filter & fuel system to ensure no blockages etc in the fuel supply. Is it blowing any smoke ?
Attached is a diagram for the 1.9D timing belt Ducato 94-98 1.9D engine code - 230A2.000 if that is of any help.
Maybe someone else has had more experience with this particular engine.
