I'm sitting with a headache i busy on a fiat punto multijet diesel engine if I use the timing tool and lock up the crank and flywheel like you should when I turn the engine it locks up what can be the cause
 
Nope. Give more details (you forgot to mention engine, which "diesel"). Some data, numbers, pictures (video maybe?).
Document the work (timing job is considered "serious", you should take a few pictures, Before and After).
Are you using the right tools?
Are you following the procedure, eLearn, or not (you have your own private "procedure")?
Is this a timing problem or other systems, like a fuel pump (mechanical, high pressure one) or whatever there is?

Any "Home Work" done before the job? For example YouTube videos, how people do the timing job in this specific Diesel engine?
You know...common sense stuff (in case something goes wrong - it happens, hashtag Me Too).

Unfortunately Typical to ask questions without giving the background story.

When cylinder head was off did you check crank could rotate correctly?

Answer post 8 plus are you using correct instructions for replacing chain?
 
Yes the engine can rotate and I'm doing it according to the manual I bought the car over by a friend the car was standing by a mechanic for 6months because the timing jumped and bent valves the mechanic had the head done over and bent the valves again and then the car just stood there till I bought it and put on a new head and timing chain kit

I will leave it to others too follow

I don't understand why if I lock the cams with the tool and the flywheel with the locking pin and tighten the crank bolt once I turn the engine about half a rotation the engine locks up even if I turn the flywheel 180degrees still does the same the mechanic that worked on the car before I bought it told me the same thing that's why he kept on bending valves
 
Check the pistons are all at exactly the same level in bores when flywheel locked with the special flywheel lock tool. You can use a rod through injector holes to do check.

Maybe someone in past removed flywheel and refitted flywheel in wrong orientation to crank-if possible.

Check cam box - can both cam locking tools be fitted at same time? If not someone has messed with the gears joining the cams and messed up timing.

How can you insert the flywheel lock tool with the flywheel 180 degrees "out" there is only one hole in flywheel for the lock tool !!

Perhaps flywheel been replaced with incorrect flywheel.
