General tempra intake system

Hello.

I own a 1993 Tempra 1600 - carburator.

I noticed a plastic pipe between the air cleaner and the carb. (this pipe is held by 2 rubber pipes - one attached to the air cleaner and the other to the carb.)

Anyway, I opened it and found that inside it there is a cone shape.
Does any one know what is the purpuse of this pipe and how should it be fit? (narrow side to cleaner or barb?)
