Nope the car should run about that temp, what model is it, and i assume the fan kicks in to keep it at that temp.
Also remember that ther is a HUGE amount of enegry being generated by the engine, the cool air wont make that much diff when the car is at a standstill as it isnt being forced through the radiator to cool it.
If i remember rightly the rad fan doesnt even kick in until 103 oC so that shows you that FIAT deems that as the optimum temp for the engine.
