Got a couple of problems and wonder if they may be linked ?

1 . Sometimes if i turn the key so the lights are on but don't start the engine , instead of just hearing a gentle "whirr" from the fuel pump i hear what i can best describe as a rattly/gurgly type of noise , seems loudest around the osr wheel where the fuel filter is .

2 . When driving if you slow down/brake as if coming up to red lights and then they go green , when you put your foot down the guy don't wanna go , it sort of hesitates and then goes , no problem noticed when the revs are up and during motorway work .

When i got this car about 3-4 months ago i did a lot of work including most service items but did'nt change the fuel filter , could this be a sign of it being blocked slightly , i have one coming and will fit in the next couple of days but apart from that , not sure what else to go for ( fuel pump ??? ) .

Car is a '98 1.8 HLX with approx 46k on the clock .

sounds like the filter, its gotta be the cheapest thing to check first bud and if your not sure its ever been changed its gotta be time :)
just out of interest where abouts is it? mines a mark 2.

Mines a Mk1 so should be behind a panel in the OSR wheel arch , from what i understand and Tom may know better the Mk2 1.2 and 1.6's dont have them although the panel is still there .
 
ahhhh mines a 1.6 so that'l save me another job!!

Changed filter last night , seems better , tipped up the old one when off the car and a reasonable amount of brown shite came out so looks like it was on its way out , will see how it goes over the weekend .
