I recently bought a used 1995 Tempra 1.6 i.e. and the left side mirror cannot be ajusted enough so that I can see near my car. The problem is not visible.
Any tips on improving the functioning of the mirror lever?

Electric or manual ? 1.6Ie were fitted with either or both in differing trim levels, some had electric passenger side and manual driver side, mine did.
Electric can be "forced" by pressing on the glass, they have a small mechanisim inside that "clicks" to allow the mirror to move if you push it into position.
Manual will tend to return to position when you push on the glass if the cables to move it are stiff or damaged.
Both types are relatively easy to get of the car (you can lubricate the manual cables), but getting the mirror assembly out of the housing can be tricky, might be best to replace the assembly from a scrappy, not worth the cost of a new one.
dont think there will be much breakers yards in israel ?,take back of in the inside ,unscrew,pull mirror off,place say 3 washers on front bottom screw,and put back together.
it should now give you the view that you want
Is the mirror actually sat in the correct position? Push the whole housing flat to the side of the car then push back until it locks into place. Should then be able to adjust as required.
