Technical Seicento immobiliser

Hi All, does anyone know if the attached pic is of a sporting immobiliser? I've just finished an engine swap but when I try to start the engine this box makes an odd growling noise and it refuses to turn over. The car battery is good but I only have the blue key and the car has a badly installed aftermarket alarm which complicates things. Any advice is very much appreciated.

Ok basics:
does the keycode light work normally??

Most factory immobs cut fuel supply..or spark.. it would normally crank ok..

I suspect youve got another issue..

Little spacer in starter wiring?

Thanks varesecrazy, the key code flickers on and off at the same speed as the noise coming from that box (I assume its the immob)? Also forgot to mention the noise from that box starts from key position 2, when you'd expect the fuel pump to prime.
