Revving problem

Hi, although a member for some months now, I have finally worked out how to pose a question on the forum. I have a 1400 Idea that will not rev constantly between 1000 and 2000 rpm. You either rev from idle to 1000rpm and then jump to 2000rpm and above but nothing inbetween. Consequently I often stall the car or take off rather quickly. I wondered whether anyone on the forum has any thoughts on this problem as my garage hasen't.
