It's not that bad. he isnt on the double yellow lines, im sure if he did a taxi, put on his hazard lights and left it there for an hour or so, he would be fine 
To be fair, it's not really a fail as such, but the fact that it drove right up the cop car caused it to be ... if he'd smashed into the front of the police car, disabled it, and managed to drive away that would have been the ultimate bit of "drive it like you stole it"
