fiat should be able to help you, but it will cost. I'm suprised auto electricians cant help, i know a good one in doncaster, but perhaps a bit of a trek for you. you coming to any meets, I'm sure someone could bring enough kit to test them.
From my haynes;
"The main relays are located behind the facia on the drivers side. The central locking and sunroof relays are behind the glovebox. On 1998 on models additional relays for the ac, headlight washers and electric cooling fans are located infront of the battery in the left hand front corner of the engine compartment. If a circuit or system controlled by a relay develops a fault and the relay is suspect, operate the system. If the relay is functioning it should be possible to hear a click as it energises. If this is the case the relay is not at fault. If the click is not heard then either the relay is faulty or the or the wiring supplying it is. Testing is by substitution, be careful as some relays look the same but do not work the same. To replace a relay ensure the circuit is off, pull hte old relay out and push the new one in."
The headlight fuses are in the main fusebox, fuse 5, 6, 7 & 8 and should all be 10amp. The main fusebox should be the one below and to the right of the steering wheel.
