To be honest with the amount of work and dismantling involved along with breaking something else whilst trying you'd be better off getting a used one from e-bay or the like!

are you sure its not already in the dipped position? and someones set it up as not?

The clip is broken inside i think, as it is loose, and the mirror wobbles up and down.
well as its broken already you COULD try taking it apart and seeing if anything can be glued back together if not like i said just get another one!.
