Mud etc has been flung up inside, and there's a lot of rust. Is this economically repairable?

Information: The helpful MOT tester says that even in such a state, it's advisory, since the bumper is not about to become detached. So I'll have to fix the other odds and ends first and get onto that later. Perhaps folding some sheet metal and bolting that on, or some struts. "It need not be the same as the original as long as it is secure".
