quick timing question?

if i get tdc on number one piston and put inlet cam with number two open and outlet cam with number three open would that be in time

if so does the cams need to be just opening or fully open or open but ready to close like just past the fully open stage or just before the fully open stage if u know what i mean lol

any help would be great
 
1.6 iv done what i said and it goes round freely and is all in time as i can tell not tryed it yet need the go a head for some one know what there doing
 
as a general rule all the valves are closed at the top of the compression stroke. The next stroke being the ignition stroke. so if you have # 1 piston at the top on the compression stroke the valves must be closed. Bear in mind the crankshaft goes twice as fast as the camshaft so this will only happen every second time # 1 piston is at the top. This is only a rough guide
