While I was filling up with petrol this morning , the petrol "flap" came clean off in my hand , the hinge bit inside has broken so now I suppose the petrol cap is easily accessable for someone who wants my petrol. Am I likely to get another one from a scrap yard and supposing I do is it tricky to fit , the bit inside the flap is broke but I thing the bit still attached to the car is too. Or am I just better going to a Fiat garage?

Very common issue, unfortunately caused by lack of lubrication, and you'll find plenty of posts with Search

I took mine to a body shop and they stuck the flap back on to the hinge with some special adhesive (and did it FOC too!).
