Could be - I had a similar problem which was eventually diagnosed as air leaking through the throttle spindle bushes. Not easy to diagnose or fix , but worth bearing in mind as you go through what might be causing it.
I'll bear that in mind, I'm confused because it seems to be intermittent but I'm not sure I haven't ran it enough as I haven't replaced my leaky radiator
vacuum leaks are common.. make sure you check all 6mm piping going into the carb some may have split. there is also a short bit right on the back of the carb that goes to the choke flap actuator.
also check to see if the vacuum actuator works on the distributor. stick some pipe on it and suck. if you feel some play then resistance its working however if you can keep sucking air through it like it was a straw then the actuator has failed.
Thanks, quick question my new rad has the expansion tank on the end were as my original has the tank separate. Will the new one fit my D reg Panda 4x4 ?

No, you've been sold a 2wd radiator and not a 4wd one. It won't be a direct plug and play and will requiring some other system modifications if you want to use that radiator. I think one person has done it before, but advise would be to order a 4x4 rad though
