Paint Touch Ups and Pricing

In the Spring I need to get some rust spots attended to - one on the drivers side front wing at the bottom and 3 spots along the bottom of the glass on the tailgate.

how do bodyshops/mobiles work the price out on something like this? Ive seen some mobiles charge say £70 "per repair" so would that be say £70 x 4 ie £70 for each spot of rust or would the wing be £70 and tailgate (3 spots treated as one repair?) be £70 so £140 or a mixture so £x per rust spot making good, then a flat charge to paint the 4 areas in as only one paint mix needs to done not 4?

If i want both side skirts removing and repainting would I be better off going to a bodyshop rather than mobile? is this too big a job for mobile?

Price is per panel, if 3 bits of rust are on the tailgate it counts as one repair. Personally I'd go to an approved body shop rather than mobil.
