Technical P0401, ecu $10

Hi been having problems with my Fiat Sedici.

In low revs there is a real lack of power until revs higher and things go back to normal.

My brother hooked up a USB ODBII reader and the laptop showed this error here:

I don't earn enough to pay a garage, does anyone know where I should start?

A new EGR unit costs around £90 but my brother says there should be a switch/black block I can change to sort it out that costs around £30. Any ideas?

take it all apart, clean out the manifold and block off EGR valve
