Over reving

I have a Fiat Bravo (the year 2000) and basically it keeps over reving from around 750-2000+ RPMs......it wont tick over at normal revs (750 RPMs)..Can anyone help?
 
does this just happen when the car is cold? like 1st time u start her up?

try givving ur ICV (idle control valve) a clean

Already tried cleaning the ICV..
It actually happens when the car is warm too, not just when first started up? Very puzzling
 
right, have a look at the accelerator cable, make sure its not catching on anything.

did it just randomly start doing it or was there some work done on the car?

Accelerator cable is fine, not catching.
It happened overnight, no clues, jumped in the car one morning and it just started over reving...when i turned the key the car started and it revved itself, just going up and down like a boy racers car or something.
 
try the ect (engine coolant temp sensor) mine did something similar and it turned out the engine was trying to warm its self up as the ect was saying the engine was -63 degrees when i got it plugged in.
