Technical No codes Turbo issue?

I have been running some MES tests on another vehicle, a 2017 twin egr 2.3 130. It has no codes and appears to run fine. I was looking for egr cooler issues, none found but the turbo shows a lot of lag between required and actual. The turbo solenoid was replaced (gen from coastal) giving 2nd graph. problem still there i add one of mine to illustrate a working engingine. A 130 so no sticking vvt vanes i ve suggested pipework and checking if actuator actualy works. Any ideas?

Any chance turbo is not spinning totally freely, so not rapidly achieving it's full speed.
Oil to thick, bearings in turbo worn, damage to turbo vanes.
Any improvement with air cleaner open?
Assume no leaks at turbo /intercooler/pipework etc. as you have mentioned?
Smoke test between turbo and inlet manifold?
