'Hood' is American for 'bonnet' (as you know, Chas

). I guess it's OK to use that term since the Uno isn't a convertible - it would be confusing otherwise
Here in NZ there is another strange local term - 'hood lining' - that is taken to mean the 'headlining' - or the trim inside the fixed metal roof!
As for flaking or crazed clearcoat, there's really nothing you can do. It's too late for polishes or waxes now; they would have prevented the deterioration. An ounce of prevention is worth a pound of cure
The metallic basecoat underneath will have dulled in the exposed patches, so cannot be resprayed with clearcoat. The only solution is to scrape off the clearcoat with a razor blade (it's very hard, so can be difficult to sand), then wet-sand what is left with 400-600 grade sandpaper. Where the colour starts to disappear, you know you're through to the basecoat. It's important not to leave any clearcoat behind; of course, there is the risk of it flaking, but also the thickness variation at the edges will probably be highlighted by the metallic sheen of the new basecoat.
Then you can respray the basecoat and finally the clearcoat. The basecoat needs to be thin and even (not too 'dusty'), and matt. The clearcoat should be thick, but smooth (if not smooth, it can be wet-sanded with 1500 grit sandpaper and polished up with a machine buffer).
All in all, not an easy paint repair, but will look fantastic once done. Show us the updated pics some time
