Technical Multipla Turbo probs

I think my turbo has blown, but has it??
Smoke comes out the exhust on idle and revs, can the actuator be stuck.


Not to sure where to go next, clean the egr valve, change the turbo, has anyone had a simular problem.
I dont want to throw money away on a y reg 2001 elx 1.9TD, as it may cost more than the car is worth.
Can anyone suggest where to start before I go to an expsensive garage.

Couple of things, could you confirm that smoke is black, i.e. fuel and not oil smoke.
Is there an associated loss of power when you expect the turbo to cut in?

Might not necessarily be the turbo, the boost actuator has a small vacuum tube which is prone to splitting and causing the actuator to not boost as required.
