Styling Mudflap installation

I picked up a nice set of period mud flaps a while back and they spent a long time in a box in the garage whilst the sills were being sorted.
I've dug them out to fit, but I can't see how they are meant to attach, I suspect they are the wrong brackets.
Can anyone advise?
