General MOT Disc fail on pitted non friction part ?

I had new front discs replaced at last years MOT..at this years MOT (same garage same mechanic)they say
they are pitted.fail MOT.the're mint, no where at all but on the inside there is slight pitting/rust? 25mm on the outer edge ( I think where the pad does not touch?)...

surley I am being ripped off? when I told him he had replaced them last year he was speechless..I still got the receipt. Done about 4K since last year.

any comments on this ?

somethings not right,though admittedly your car must be sitting a lot?
what did he say regarding the condition of the discs since they are one year old?

End of the day its up to the MOT tester, if you dont like the decision then go through the proper channels to appeal.
