I'm with Freeserve, no complaints.... but they're far from the cheapest.
Just set my mum up with Nildram, as they seem to get bl**dy good ratings for speed, reliabilty and support. Had to call support when setting up her mail and was very impressed. Not the cheapest (but cheap) check out : http://www.getadsl.co.uk/
i thought you always had a static ip with broadband?
I'm with PlusNet. No real complaints, occasionally goes a bit slow and occasionally goes down, but very rarely! I forget what i pay, i've had it a while now!
Some ISP's give a static IP, but usually they keep these back for business accounts, although saying that even BT's entry level business broadband package isn't static. Usually the IP lease is at least a month, although I have known mine change 2/3 times in one month.
Static IP's shouldn't be a problem though as long as you're running a semi-decent firewall like ZoneAlarm (i.e. not the WindowsXP chocoloate teapot firewall ) and a decent virus checker and SpyWare remover.
£35 per month 512kbps. Price also includes telephone line rental which is ibviously not clogged up when online. 30Mb webspace and free support chucked in too (ooh, and cable tv box)
NTL Broadband allocates you a band of IP's, i think i have 22, everytime you sign on/off it randomly chooses one of 22 IP's. Not as good as a roaming IP, but better than static.

Depends what you're after though... Cable Broadband gives a better speed, and at very good prices, but you usually have to have the phone, and sometimes the TV as well.
I wouldn't want the TV and the phone is too expensive for my use when compared to BT, so ADSL suits me better. And a static IP would be much more use to me... worth looking around cause someone will do the ideal package for you, just a matter of finding who !
As an IT Consultant, the best advice I can give is simply dont use BT as they are unreliable and unhelpful!
Static or dynamic ip may make no difference to you, but BT for example charge an extra £10 per month for a static ip so it woulndt hurt to have one in case you have a use for it at a later date.
Also, look for one that is on a monthly contract, again BT will tie you in for a year.
