iIntermittent prob with steering on 59 panda Eco

My Panda Eco which is just over 2 years old ( 6,500 Mls ). It has developed a fault on the steering when starting up but has onle done it on a couple of occasions. The Steering Wheel light comes on on the dash and I can hardly turn the wheel. After switching engine off and re starting the problem goes away. anyone experiencing similar probs? First time had any thing like this in 17 years of driving Fiats!!
