Unfortunately, it apears not.

Now that Walton has been told where to go the contracts have to go out to tender - I guess this would have been a fruitless excercise whilst the appeal was on going and would have been shot down as a waste of money had the appeal been upheld.

Can't believe this Bypass may actually happen sometime before my 40th birthday..though I won't hold my breath!
