no it's inside the car under the hand brake gater there are 3 10mm bolts holding it on under the plastic covers
but first you will want to have the back wheels off to make sure the levers in the drums have returned fully to there stops
in fact if you remove the round cap on the back plate you can see this it is just easier to remove the back wheels if the handbrake levers are not fully on there stops then you have a rear brake adjuster problem if your not confident sorting these adjusters out yourself take it to a garage and let them have a look at it for you a bit of wd40 in the right place frees of the self adjusters but you need to disassemble the rear brakes to do so
but be warned if you just keep adjusting the handbrake cable up the handbrake levers inside the drums will rub against the hub and cause metal filings to ruin your rear shoes and possibly drums not to mension damaginf the levers them selves
I have seen this happen far to many times
and if your car has abs which it dosen't only the gt's and mk2 onwards did the handbrake lever in the drum hits the toothed ring on the hub and causes the abs to malfunction if this happens you need to buy a new hub
so it's worth a look before you blindly adjust your handbrake cable
