18th birthday - presumably your brother has recently passed his test and this will be his first car?
If so then I would suggest nothing fancy, fast or furious - first cars are about developing your driving skills and that no claims discount.
How about a Fiat 500 pop 1.4....
Then for his 21st you could always get him something with Abarth in the name :slayer:
