Help with paypal/Ebay please ASAP

i have just sold my alloy wheels on ebay for £330, but now that the guy has tryed to send me the payement, paypal want me to upgrade my account for some reason to a premier account because my recieving limit is full or something?
however, if i do accept the upgrade, i have to pay over 5% commission to them!!!!!!!!!
and ther is no way i am paying them 17 quid,
heres what they said, is there any way i can get around it?

talk to the guy who is buying the wheels and tell him. is he/she picking them up or you posting? if he/she doesn't mind you could block the payment.

ask for check or postal order paypal do my bloody head in with there 5% all the time. but hey they have to make money.

one way round it is if you cancel your current paypal account and then set up a new one your limits are reset and you should be fine I had to do that when I wanted to buy something and they said I was up to my limit
