So it appears the heating system in my 81 Fiat has been disconnected, not sure why, but hoses are gone. Haven’t had a chance to do a deeper dive into the system, not even sure if long pipe from pump is there.

I did however have a question about why so many of the cars I see have a shut off valve on the heater water line?

Usually reason for disconnection is leaking heater radiator/matrix.:(
In the past most cars had a tap to turn off flow to heater, it was only on one hose usually and sometimes controlled by cable inside the car as simple temp regulator.
Most modern cars these day use the heater circuit as a extra engine coolant radiator and simply have flaps in the heater unit to control air flow.
 
Some owners put a bleed valve in the heater line to assist in bleeding the system, as it’s the highest point in the coolant circuit…so it might be a bleed valve.
