Technical Headlamp Puzzle

Got a bit of a strange issue with the dipped beam headlamps on a 98 Sei Sporting.
Sidelights work fine, full beam work fine, front and rear fogs work fine but dipped do not work at all. The bulbs are intact and work correctly (tested on another car). Earths checked and cleaned. Fuses checked and fine. Could the problem be with the stalk switch itself???

Have you got a dim dip resistor under the slam panel?

Umm....haven't a clue what one is or would look like

A previous owner had a fetish for cutting wires and 'chav' lighting so still trying to remedy their handiwork

Just next to the horn may be a coil of wire inside a metal cage, about three inches x 1 x 1.
