Is this the correct handbrake cable routing.

The new short cable for the rear drivers side keeps rubbing against the wheel.
 
Looks right, from what I can tell from the pictures, they cross over at the bends.
As for the rubbing, they all do that as far as I can tell.

A few well-placed cable-ties can help keep it away from the tyre, or just cable-tie some plastic pipe/tube/hose over the affected area (cut lengthways, and slipped over the cable), or some large 'Spiral-Wrap'.
Check it every few hundred miles or so and replace as required/if needed.
