Technical Grande Punto 1.4 8v rev limiter

Is there a way to move the rev limiter from 6500rpm to 6000rpm? Or maybe instaling a button to limit the revs to 4500rpm when its pushed? There is no function for this, its just for showing off
Please no replys that this is stupid, or questions why do that...
If this can be done, i would do it only to show off and not kill the engine

You wont kill the engine anyway. The rev limiter is there for the very reason it states, limit the revs to a level where it wont destroy the engine.

And invalidate any warranty/goodwill claim on the engine and drivetrain should you kill it (data is recorded about any over-rev, including engine speed reached and the duration).

fiat dealers can limit the vehicle but this is only usually done on fleet cars to limit their speed not the revs

He thinks bouncing off the rev limiter is "cool" so he wants to lower the limiter to around 5000rpm so he can bounce of it without damaging the engine as much.

Apparently bouncing off the limiter earns you "maximum rezpekt yo, from da Saxo mazzive" and this is why he wants it done.
