General Fuel filler pipes UK

Hi there after having internment problems with my carbs and the needles are clean, someone suggested that i check the breather hose right at the top were you fill up with petrol. I took the cover off and found two tubes, one long one that went down the bulkhead and a really tiny one sticking outwards. On close inspection of the small one it seemed to have a bit of metal inside it and what sounded like a ball bearing inside. Does anyone know what this is. Thanks.

I would say if there is anything in the tube it's blocked and can't do it's job, either clear it or replace it.
