Technical fiat tipo 1.4 instrument panel

Hi the instrument panel with the speed gauge is not coming on when I start the car I have to switch off and then restart for it to come on is this easy to fix or do I have to take it to a garage to be fixed would any garage do this or would I have to take it to a fiat dealer
