General Factory Finish?

I'm giving my 500 L an under the bonnet make over, redo the paint including the fuel tank, bracket for fuse box / brake reservoir etc. All the bits that I've put off for years !
The question has two points
Was my brake reservoir bolted to the inner arch via a bracket away from the fuse box factory finish?
Is the paintwork supposed to be that rough, like stone chip paint / pebble dash rendering rough !
I've looked on Fleebay and one example has rough paint, thought I'd check with the wise sages of the Forum before spending hours knocking back the paint.

The factory finish of the inner bodywork in that area is plain, flat finish body colour as the exterior, although more of a flashover of paint. The bracket, if like the arrangement on mine was flat painted in black with a slight sheen. The image is from a long time ago with my car's first flowering of rust.
