my fiat brava 1.2 is slow to drop in engine speed when deseleratig to a stop.It takes several seconds to return to tickover speed after the car has come to a standstill
 
Tickover

I'm not sure whether it's a quirk of the car but my 1.2 SX does too. It's almost definitely the idle valve also known as the idle pot which is the same as the idle actuator. It's not a bad thing when changing gear though as it keeps the revs up a little. Haven't found it a problem and it'll make little difference to mpg. Mine comes down to around 1200 revs, waits a sec or two then drops to normal tickover of 800revs.

As you rightly say the tick over on the 1.2 holds at 1200 rpm as you slow down then drops of to 800 its normal for the engine to do this and is part of the programing of the ecu try reving the engine when hot and the car is at rest the tickover drops to 800 rpm quickley its just the way its programed so your engine doesnt cut out,the difference to fuel ecomomy is so small you wouldnt notice so nothing to worry about there either
