Technical Engine/ECu - computer connection

hi guy`s
i want to know how could i connect my ecu to my computer
for inspection or tuning the ecu ( coz i heard u could do that)
also i heard there`s is some kind of a cable for this process
where can i find it and what is the software needed ???

i`m egyptian so we don`t have that kind of luxury here
when i asked a service center he laughed at me and said that i`m crazy
to look for something like that

so if there`s a cable like that i`d like ( if possible ) to have some illustrated diagram of the cable wiring so i could make one myself

i`m asking 4 this coz i adore my Road-Runner aka 93 tipo sx i.e 1.6

It will be by the ecu somewhere. A 3 pin plug. There way be are seperate fuel and ignition ecu.
