Technical Ducato 2.8tdi fuse fault

fuse 1 keeps blowing .Van will start and run but have to drive with no gauges or indicators . any ideas ? thanks Jon

Vapour heater, common fault, most people just leave it unplugged, if I lived somewhere like denmark/sweden I would probably replace it.
