If not factory's installed and there's no warning lights on dash don't see any legal issues anywhere

as said by others if not fitted then legal to carry passengers in UK !!!!!! BUT whether this applies to the rest of Europe I don't know as every country could apply a different law to this situation.and in December when we leave the EURO any existing agreements will be null and void unless renegotiated. so in UK ok in Europe ooooooooooooooooooo sticky wicket.
To my certain knowledge there are thousands of Fiat Ducato motorhomes in Europe that do not have the passenger air bag fitted as standard. It was an option at a cost of £261 as listed in the last manufacturers brochure I have which is 2018 .
They are certainly road legal without one and have whole vehicle type approval.
