Technical Clutch Cable Quadrant (Pivot Point Broken???)

2000 1.1 Sporting Abarth

Hi guys, after a bit of head scratching and forum searching I discovered the plastic quadrant for the clutch cable had broken. No worries I thought .... BUT after delving into the passenger footwell I found not only the quadrant was snapped but it was hanging loose (still clipped inside a black metal 'bracket')!!!!

Am I right in thinking this bracket should be a welded fixed point and has snapped off? I guess if this is the case I'm screwed!!!!

Yup, looks like a trip to the recyclers is on the cards.
